Description

As a CDD Manager, you will oversee the daily operations and long-term planning of multiple Community Development Districts. You will serve as a strategic advisor to CDD Boards of Supervisors, manage infrastructure and public facilities, ensure compliance with statutory requirements, and lead on-site personnel. Your leadership will help foster fiscally responsible, well-maintained, and engaged communities.

 

Responsibilities:

  • Manage the daily operations and public infrastructure of assigned CDD(s), ensuring effective and compliant execution of services and contracts.
  • Serve as the primary liaison and advisor to the Board of Supervisors, preparing board agendas, reports, and recommendations to support sound policy and financial decisions.
  • Supervise and mentor on-site staff and contracted vendors, promoting a culture of accountability, service excellence, and collaboration.
  • Oversee budget development, implementation, and monitoring; manage financial reporting, assessments, and audits in accordance with Florida CDD regulations.
  • Ensure all district operations comply with applicable statutes, rules, and board policies.
  • Coordinate community engagement efforts, special projects, and capital improvement initiatives as directed by the board.
  • Conduct regular site inspections and facilitate maintenance of common areas, infrastructure, and amenity facilities.
  • Lead and facilitate CDD Board of Supervisor meetings, presenting agenda items and guiding budget discussions
  • Oversee insurance matters, claims, contracts, compliance, and inter-agency coordination

Requirements

Qualifications:

  • 2+ years of experience in CDD, government, or community association management
  • Strong knowledge of Florida Statutes related to CDDs
  • Exceptional communication, presentation, and problem-solving skills
  • Proficient in Microsoft Office; familiarity with electronic meeting platforms
  • Valid driver’s license and willingness to travel to in-person meetings across the region
  • CAM License preferred but not required
  • Experience with Caliber software is a plus

Education and Experience:

  • Florida LCAM (Licensed Community Association Manager) license preferred but not required.
  • Minimum of 3 years of experience in property or district management.
  • Valid Florida driver’s license and reliable transportation.
  • High school diploma or equivalent required; Bachelor’s degree in Public Administration, Business, or a related field preferred.

 

Physical Requirements:

 

  • Ability to sit or stand for extended periods during meetings or administrative tasks.
  • Ability to lift up to 15 pounds (e.g., files, office supplies).
  • Frequent driving required to visit districts and attend board meetings.
  • Ability to walk community grounds and access infrastructure areas for inspections and site visits.
  • May require stair climbing or accessing elevated platforms during assessments.
